* The property is zoned as Limited Development (Constrained) due to the significant development constraints that apply to the site, most notably flooding (the 1 in 20 Development Line and the Adopted Flood Regulation Line) and difficult topography (slope). Please note, the Limited Development (Constrained) Zone contains land known to be affected by at least one significant constraint upon development and includes areas generally unsuitable for urban purposes as a result of flooding. Should an applicant seek to make an application for a proposed dwelling house on the site, it would need to be demonstrated that the proposal meets the relevant outcomes of the Limited Development (Constrained) Zone and the Overlays Code.

* The property is affected by an easement; to confirm the details of the easement, you will need to contact the Queensland Titles Office, as easement details are recorded on the property title.

* A proposed single residential dwelling on the site will require approval of a development application before building and plumbing approval can be sought.

* In accordance with the Overlays Code (https://www.ipswichplanning.com.au/__data/assets/pdf_file/0009/1998/ips_part_11_overlays.pdf) of the Ipswich Planning Scheme, the development application would need to demonstrate that the dwelling is sited on the highest portion of the site in order to maximise flood immunity, and demonstrate that all habitable floors are situated 500mm above the adopted flood regulation line (AFRL). The AFRL is 20.9m AHD, therefore habitable floors must be situated at least at 21.4m AHD, unless otherwise determined by Council. Note that the maximum property level (on the northern portion of the site, near Hartog Street) is 19.6m AHD. In addition, the application would need to demonstrate how flood-free access can be achieved to the proposed dwelling. The dwelling must be constructed so as to be able to withstand the impact of flooding and the undercroft of the proposed dwelling must be kept open to allow the passage of flood water.

* Due to difficult topography and significant flooding impacts along the Stuart Street frontage of the site, access would ideally be obtained from Hartog Street; however, Hartog Street is currently unconstructed and an Access Restriction Strip (ARS) prohibits legal access to the property from Hartog Street. If access is proposed from that frontage, a reconfiguring a lot application will be needed to relinquish the ARS (for which consent would first be required from Council's property branch, as the lot owner) and Council would require the applicant to construct Hartog Street (at their cost).

* To obtain a development permit, you must lodge a development application with Council. Whilst not mandatory, it may be in your interest to engage a planning consultant to act on your behalf. There are a number of local consultants that should be familiar with ICC's requirements and who also work in conjunction with licensed surveyors who can prepare a survey plan (for the relinquishment of the ARS). A town planning consultant may be able to give you an indication of overall costs for a development of this nature, which will require supporting technical engineering reports addressing flooding and possibly slope stability.

* In terms of connections to services, you will need to contact the relevant service providers. Urban Utilities manages sewer and water, but it appears that the site is unsewered, so an onsite effluent system will be required to service the dwelling.
